By Jason Felch Teachers' effectiveness can be reliably estimated by gauging their students' progress on standardized tests, according to the preliminary findings of a large-scale study released Friday by leading education researchers. The study, funded by the Bill and Melinda Gates Foundation, provides some of the strongest evidence to date of the validity of "value-added" analysis, whose accuracy has been hotly contested by teachers unions and some education experts who question the use of test scores to evaluate teachers.

A New York state appeals court ruled Thursday that performance ratings for thousands of teachers can be made public, potentially clearing the way for the largest such data release in the country. The New York City school system and its teachers union had been fighting in court over the ratings, which are based on a "value-added" analysis that links teachers to their students' standardized test scores. The school system has compiled the scores for several years but has not used them in performance evaluations or publicly released them.

For The Record Teacher scores: A Dec. 11 article in the LATExtra section reported that a preliminary study by education experts had found that teachers whose students said they "taught to the test" scored lower than average on value-added analysis. Warren Fletcher wrapped up his work three weeks ago as an English teacher at City of Angels and moved over to the headquarters of United Teachers Los Angeles, where he is the union's new president. He missed his first negotiating session because he had to finish grading papers, and arrived at the union's imposing if slightly run-down mid-rise in Mid-Wilshire with so little fanfare that many people didn't even know he'd taken office. But Fletcher's soft start should not fool anyone: With his election, he has become one of the region's most formidable political forces, commanding a battle-hardened phalanx of unionists in desperate need of fresh leadership.

The head of the Los Angeles teachers union said Saturday that he has accepted city school district officials' proposal to reopen negotiations over teacher evaluations but stopped short of saying whether a method tying teacher reviews to their students' test scores would be on the table. Starting Wednesday, elementary school teachers in the Los Angeles Unified School District will have the opportunity to preview and comment on their value-added scores in The Times' teacher effectiveness database. Teachers in the database include about 11,500 who have taught third, fourth and fifth grade over the last seven years, about double the number included in the initial database that launched in August. Any teacher interested in previewing his or her page in The Times' database should check back at this web address: latimes.com/teacherresponse . Once previews are available, teachers will be able to search for their name and request their page.

Later this month, The Times will post on its website a database with ratings for more than 6,000 elementary school teachers in the Los Angeles Unified School District, showing their effectiveness in the classroom as estimated by a "value-added" analysis of student test scores. If you taught in Grades 3, 4 or 5 in L.A. Unified at some point during school years 2002-03 through 2008-09, and had at least 60 students total during that period, you may be in the database. We'd like to give you an opportunity to comment on your rating.

In Houston, school district officials introduced a test score-based evaluation system to determine teacher bonuses, then — in the face of massive protests — jettisoned the formula after one year to devise a better one. U.S. Education Secretary Arne Duncan called Tuesday for an overhaul of the federal No Child Left Behind law and urged Los Angeles school management and teachers union leaders to negotiate a new contract that strengthens teacher evaluations. "L.A. faces a perfect opportunity, not a perfect storm," he said during a speech at a United Way of Greater Los Angeles education summit at the Los Angeles Convention Center. "The opportunity, I think, is breathtaking.... Please don't squander it. " Many of Duncan's comments echoed remarks by President Obama earlier this month, when he said that the previous administration's signature school accountability law classifies too many schools as academic failures and does not give enough flexibility to local and state educators.

The findings in this story are based on a statistical analysis of California Standardized Test scores in English and math for all students in the Los Angeles Unified School District from 2003-04 through 2009-10. The data, obtained from LAUSD under the California Public Records Act, included the names of teachers but not students. The Times hired Richard Buddin, a senior economist at Santa Monica-based Rand Corp., to conduct a "value-added" analysis of the data. Buddin worked with The Times' data team as an independent contractor, and Rand Corp.
