Van Dell said it won the Project of the Year award from the California Council of Civil Engineers and Land Surveyors for designing the streets at the airport. The Irvine civil engineering firm is the "V" in HPV, a consortium of three engineering firms supervising work at the airport.

Gov. George Deukmejian has filled two vacancies on the Orange County Fair Board of Directors and reappointed two members for a second term. Don Willet, 45, of Irvine will fill the vacancy left by former board member Robert L. Seat of Santa Ana, who resigned earlier this year. Willet, a political consultant, is the former executive director of the California Republican Party and served as executive assistant to Orange County Supervisor Gaddi H. Vasquez and former Supervisor Bruce Nestande.

Three Burbank neighborhood parks, including one that residents say has become a center of drug and alcohol use, have been targeted by city officials for more than $1 million in improvements. The parks, Vickroy, Valley and Pacific, have deteriorated during the last several years and need to be upgraded, said Richard Inga, director of the city's Parks and Recreation Department.

"We've concentrated most of our capital over the last several years to our large community parks," Inga said.

Just a few weeks ago Federal District Court Judge Terry Hatter Jr.signed the "settlement agreement" between the county, Newport Beach, SPON (Stop Polluting Our Newport) and the Airport Working Group. This will permit implementation of the new master plan and land use conversion plan at John Wayne Airport. A competent group of firms known as HPV (Holmes and Narver Inc. of Orange, Ralph M. Parsons Co. of Pasadena, and Van Dell and Associates of Irvine) has selected a project manager and is in the early stages of financing and design.
