Richard Raives, 35, of Ventura, has been selected city engineer. Raives, who was the senior engineer, has worked about six years for the city. He replaces Ron Calkins, who recently was promoted to director of the Public Works Department. As city engineer, Raives will be in charge of land development, construction, capital project design and traffic. "It's going to be very challenging," Raives said. "I'm very excited about it."

Ventura City Engineer Ron Calkins has been named the city's public works director, replacing Shelley Jones, who retired in February after 18 years in the post, City Manager John Baker announced Friday. Calkins, 43, has been the city's top engineer since 1986. He previously was assistant public works director in Santa Barbara and worked as solid waste manager for the Ventura Regional Sanitation District. Calkins will head a reorganized department of 190 employees.

A Ventura Port District commissioner is facing criticism for not disclosing a conviction for bribe-taking while he served as a Los Angeles Harbor commissioner 24 years ago in a case that was overturned on appeal. A number of Ventura officials expressed dismay this week that Robert (Nick) Starr never mentioned the bribery case in interviews before they appointed him on June 29 to an unpaid seat on the five-member Board of Commissioners.
