Dear Street Smart: It seems like drivers along the Ventura Freeway drive a lot faster when they go through Ventura County than they do along other sections of the same freeway, such as in the San Fernando Valley or north in Santa Barbara. I was noticing that the speed limit along the freeway is 65 mph throughout Ventura County, but that it is reduced to 55 mph in other places.

A $120,000 project to add bike lanes along a two-mile stretch of the Moorpark Freeway is scheduled for completion by the summer, a Caltrans spokesman said Monday. The lanes, which will be painted on the freeway shoulders between Olsen and Tierra Rejada roads, will join only a few other similar lanes in Ventura County. Freeway bike lane projects are rarely approved because they can be dangerous, officials for the state Department of Transportation said.

Ventura County's first freeway call box will be placed near the southbound lanes of U.S. 101, on the Conejo grade. A 356-box system throughout the county's six freeways is scheduled for completion in 2 1/2 years. The call-box system, costing about $1.5 million, will have a radio telephone tuned to the California Highway Patrol office in Ventura.

Of the numerous charges that Helen Freeman will probably face after allegedly leading police on a four-hour chase in a stolen car Thursday morning, speeding won't be one of them. Freeman never exceeded 50 mph and at times drove only 10 mph during the chase that began in downtown Los Angeles and ended 133 miles later in Ventura, police said.

Serial rapist Vincent Sanchez turned killer when he chased a woman motorist down a Ventura County freeway, shot her, dragged her away, and tried to rape her before she died, a prosecutor argued Monday. Deputy Dist. Atty. Lela Henke-Dobroth told jurors in closing arguments of Sanchez's murder trial that the rapist was on the hunt for a sex assault victim when 20-year-old Moorpark College student Megan Barroso crossed his path two years ago.

Let me share with you a recent cartoon printed in Garbage Reincarnation magazine. It shows Satan standing at the gates of hell, looking puzzled as a particularly anxious group of new recruits shuffles in. His demon assistant is whispering in his ear, "A new category . . . NOT separating their trash." My message to those condemned, albeit too late, is "You shoulda been smarter shoppers so your trash would be real easy to separate." We're still in the shadow of New Year's resolution-making.
