For Soviet liberals, these are difficult times. After nearly six years of world-changing reforms, the Soviet Union seems to be halting, retreating even, in the face of what it must do next to emerge from its profound crisis. Troops have been ordered to patrol the streets of the country's cities. Food and consumer goods increasingly must be rationed as the Soviet economy disintegrates. And ethnic hot spots flare one after another, with a continuing loss of life.
