The debate over a proposed nude juice bar will resume Tuesday, this time before the City Council. The council will consider a proposal to replace an adult bookstore and peep-show arcade with a juice bar featuring topless or nude women dancing before patrons as they sip nonalcoholic beverages. The proposal was rejected by the Planning Commission last month, but Waldon R. Welty, owner of A-Z Books on Garden Grove Boulevard, appealed that decision.

A court hearing that will decide the fate of a proposal for a juice bar featuring exotic dancing has been postponed until Aug. 26. The hearing had been scheduled for Tuesday in Superior Court but was delayed. City officials have twice voted down an application by Waldon R. Welty to raze his adult bookstore in the 8100 block of Garden Grove Boulevard and construct a two-story cabaret that would feature nude dancers.

The City Council voted Tuesday to bring in a hearing officer to consider whether to revoke a permit for an adult bookstore. In actuality, hearing officer Albert B. Chettle had already been chosen by city officials and conducted the hearing on the permit of A-Z Adult Books on Jan. 22. City Atty. Stuart B. Scudder said that although it is general procedure for the council to approve the hearing first, it is only a technical detail. Chettle's decision is expected in two weeks, Scudder said.

For the second time this year, the City Council this week unanimously rejected a proposal by the owner of an adult bookstore to open a juice bar featuring nude dancers. Council members cited a parking shortage and a recently approved zoning ordinance outlawing adult entertainment in residential areas in turning down bookstore owner Waldon R. Welty's proposal. Welty had proposed demolishing his adult bookstore and arcade to make room for the new business.

An adult bookstore owner won a major battle in an ongoing war with the city of Garden Grove on Thursday when a Superior Court judge ordered that the city reconsider the owner's petition to turn his bookstore into a juice bar featuring nude dancers. Judge C. Robert Jameson acknowledged that "there's no popularity for this type of business" in the community but said that the area is zoned "for adult activity" businesses.

On the eve of a Superior Court hearing to determine the fate of a businessman's plans for a juice bar that would feature exotic dancers, more than three dozen residents gathered at the steps of City Hall on Monday to support council members who voted against the proposal. A Superior Court judge has ordered the city to reconsider its denial of the proposal because zoning allows "adult activity" businesses in the area. A court hearing on the matter is scheduled for today.

Although only two neighbors spoke against it, the City Council this week rejected plans for a club with nude women dancing for customers sipping nonalcoholic beverages. Council members said they denied the application to establish the so-called nude juice bar primarily because it did not have adequate parking, but also because of a potential increase in crime and decrease in property values in the neighborhood.

Proof of that was abundant Sunday along Garden Grove Boulevard near Beach Boulevard, where about 120 residents braved the wilting afternoon heat to protest the possible return of a proposal to convert an adult bookstore into a nude juice bar.

The city's Planning Commission has rejected an adult bookstore owner's plans to replace a peep-show arcade with a juice bar that would have featured topless or nude women dancing before patrons as they sipped nonalcoholic beverages. The Planning Commission unanimously rejected Waldon R. Welty's plans, saying that the project could jeopardize the health, safety and welfare of residents in the area.
