Veteran administrator E. Fredrick Bien, who has helped launch five cities in Los Angeles County during his 34-year career, was named Thursday as interim city manager of the new municipality of Santa Clarita. Bien, 65, most recently guided the cities of West Hollywood, Agoura Hills and Westlake Village through the first stages of incorporation. He was introduced to Santa Clarita by Mayor-elect Howard P. (Buck) McKeon at a news conference at McKeon's Western clothing store in Canyon Country.

Convicted political corrupter W. Patrick Moriarty testified Wednesday that Carson City Councilman Walter J. (Jake) Egan shook him down for about $30,000 in personal and political contributions in return for his support for Moriarty's plans to build a mobile home park at a prime location on top of a former landfill.

Carson City Councilman Walter J. (Jake) Egan was named in a 11-count federal grand jury indictment Thursday, charging him with accepting illegal contributions from convicted political fixer W. Patrick Moriarty to support a project backed by the wealthy businessman. The indictment, returned in U.S. District Court in Los Angeles, accused Egan of nine counts of mail fraud and two counts of attempted interference with commerce by extortion. His arraignment on the charges is set for May 5.

Citing a breach of the public trust, a Los Angeles federal judge Friday sentenced James Wilson, a member of the Long Beach City Council for 16 years and an associate of convicted political fixer W. Patrick Moriarty, to three years in prison for mail fraud. Moriarty testified during Wilson's trial that he had hired the councilman as a "personal consultant" to lobby for non-explosive fireworks legislation and introduce him to public officials. A Los Angeles Superior Court judge has thrown a wrench into Jake Egan's efforts to keep his muffler shop in front of Torrance's biggest redevelopment project. In a notice to attorneys, Judge Loren Miller Jr. last week said that Torrance may begin condemnation proceedings against Egan's Aable Muffler Shop, despite a 1983 agreement by the city's Redevelopment Agency not to try to take the land.

(Jake) Egan, who is serving a one-year sentence on federal influence-peddling charges, is being sued by his mother, Rosie T. Egan. She wants back $26,547.74 that she says she loaned to his council campaigns from 1979 to 1984. She also wants back $13,507 she says she loaned him in 1986 to pay for his legal defense against the federal charges. And she wants $1.

City Council candidate Michael I. Mitoma has racked up more than $26,000 in contributions and loans, placing him far in front of the rest of the field in campaign finances, according to the latest reports. Eight candidates are running in Tuesday's special election for the seat vacated by Walter J. (Jake) Egan, who was removed from the five-member council in October after his sentencing on political corruption charges involving mail fraud and extortion.

A federal appeals court on Wednesday overturned the mail fraud conviction of a former Redondo Beach councilman accused of profiting from his role in getting a condominium conversion approved. Convicted Carson Councilman Walter J. (Jake) Egan has put in 18 minutes at council meetings since July. For that work, he has received $2,774.02. The arithmetic works out to $154.11 a minute. Egan, 45, who was found guilty on July 11 of mail fraud and extortion, will lose his office and salary when his conviction is entered into court records upon sentencing, unless his motion for a new trial is granted.
