The City Council Thursday approved an emergency ordinance allocating $100,000 to help repair homes damaged in the explosions that killed six firefighters at a construction site earlier this week. The ordinance, passed on a unanimous vote, calls for the money to come from a reserve account for the city's weather-proofing program. The council members noted that many of the families who live near the explosion site have low incomes and are only partially insured.
