Charles F. Makinney, the second city manager to serve here since incorporation in 1984, has announced plans to retire. Makinney, who served two years as city manager, has not yet set a date for his departure from the $125,000-a-year post. However, Makinney said he would not leave before the city begins a $15-million renovation of Santa Monica Boulevard. That project is scheduled to start at the end of this month.

As troops are put on alert and military reserves are activated, what possibly could be controversial about building a memorial to honor military veterans? Plans for one in West Hollywood, however, are at the center of a dispute that is triggering claims of a political payoff and calls for a tough new city ethics policy. Construction of such a monument is the dream of City Councilman Sal Guarriello, the lone veteran on West Hollywood's City Council.

City Councilman Alan Viterbi, 25, was named the fourth mayor of West Hollywood and said he will make affordable housing the first priority of his year in office. Viterbi is the city's first mayor who is not a homosexual. He won applause at his inauguration ceremony when he praised outgoing Mayor Steve Schulte for being arrested at a demonstration in Washington against the Administration's policies relating to the acquired immune deficiency syndrome. Schulte was fined $50 and released.

A West Hollywood city councilman publicly apologized Monday night for sexually harassing a city employee at a gay pride gathering in Portland, an incident that triggered stringent new policies. "I drank too much and my behavior was not professional," Councilman Jeffrey Prang said. " . . . I'm embarrassed by my behavior, and I take full responsibility for my actions."

West Hollywood City Councilman John Heilman on Monday sued three men who he charges assaulted him outside a West Hollywood restaurant in April because he is gay. A complaint filed in Santa Monica Superior Court accuses the three of assault, battery, false imprisonment, emotional distress, conspiracy and slander. State law allows victims of violence resulting from sexual orientation to seek civil damages.

An attorney for former West Hollywood Mayor Valerie Terrigno gave the city a check for $1,213.58, ending a controversy over her use of a car rental company's credit card after leaving office, City Atty. Michael Jenkins said. He said documents showed that Terrigno tried to have the bills sent to her once she left office. Instead, the bills were sent to City Hall. "Terrigno has cooperated fully to reach this amicable resolution," Jenkins said.

Steve Schulte, 44-year-old gay activist, packed up 5 1/2 years worth of political memorabilia this week and returned to private life. Among the many files, old letters, photographs and reports was a faded handwritten note that the West Hollywood city councilman had pinned up in his office. The note, received from an anonymous constituent in 1985, offered a bit of political advice: "You must give interest to those in all groups, not just homosexuals." It was a piece of advice he cherished.

"It's an exciting time to be mayor of West Hollywood with our economy surging and with so many cutting-edge businesses opening their doors within our cities," said Martin, a family law attorney and long time gay rights activist.
