The Los Angeles Department of City Planning will hold a public hearing Wednesday at 4 p.m. regarding proposed changes in the Westlake Community Plan, which has not been updated since 1974. Residents and property owners from the area are encouraged to come to the multipurpose room of Esperanza Elementary School, 680 Little St., to ask questions and give their input. The most significant changes proposed are in planned residential zoning.

The area being considered for redevelopment is bounded roughly by 3rd Street and Beverly Boulevard to the north, Olympic Boulevard to the south, Lucas Street to the east and Hoover Street and Benton Way to the west.

Following a trend begun two years ago with the opening of the Casa Loma housing facility, local developers recently opened two more low-income complexes offering shelter and social services in the MacArthur Park area. The Mercedes and Marina apartments, sister facilities on Coronado and Carondelet streets, opened May 18. The buildings have 111 units and offer educational and job training for youths and adults, as well as recreation facilities for children and teen-agers.

When the landmark McKinley Mansion at 3rd Street and LaFayette Park Place was destroyed by fire one year ago, many local residents felt they had lost a vital part of their neighborhood's heritage. But one group of neighbors decided that the most beneficial replacement for the 1915 historic monument, which had stood abandoned for several years, would be a community center with green space--a play area for the community's apartment-bound children.
