The family of a man who was killed by police following a car chase filed a federal lawsuit against the Westminster and Orange police departments Monday, alleging that officers violated his civil rights. The lawsuit, filed at the U.S. District Court in Los Angeles, also accuses Westminster Police Chief James Cook and Orange Police Chief John R. Robertson of failure to train and supervise their officers, who on Feb. 14 shot Hong Il Kim, 28, of Buena Park.

The city will defend Police Chief James Cook from a lawsuit alleging he sexually harassed a city employee after she sought to end their relationship. Information Services Director Maureen Tighe filed a sexual harassment lawsuit in Orange County Superior Court this month, naming Cook as well as Mayor Frank Fry Jr. and City Council members Tony Lam and Margaret Shillington as defendants. In the lawsuit, Tighe said she and Cook began dating soon after she started working for the city in 1988.
